Jullin O’Scheaur began formal vocal studies at Lakehead University in Thunder Bay, Ontario and continued with Robert Turner of Portsmouth, Virginia.  Since then, she has had lessons with, Dr. Shirley Zielinski, at Belmont, University in Nashville, Tennessee.  She holds an Associate Music Diploma from Western Ontario Conservatory of Music (now Canada Conservatory), and has performed in a wide range of musical idioms, including classical, musical theatre, pop, rock, jazz and choral music.

Jullin's dedication to music education has led to a career combined in both teaching and arts management.  She has held numerous appointments in arts organizations, including General Manager of the Vancouver Youth Symphony Orchestra, Executive Director of West Coast School of Music, the City of Richmond's Arts Strategy Committee Member and Executive Member of the Richmond Registered Music Teachers Association. She is a co-founder of the Richmond Music Festival and served as President and then Executive Director until 2011. In 2004, she received the Ethel Tibbits "Woman of the Year" award for her contributions to the arts in the city of Richmond.


Jullin is a member of both the National Association of Teachers of Singing and the Richmond Registered Music Teachers Association.
